Why some android operating system come without play store and how to install software for this mobile devices

The main reason why some of the operating system come without play store is because the manufacturer target the devices for warehouse or enterprise data collection application. Android mobile computer come without play store is mainly to prevent normal worker from simply add and remove program to the mobile devices they are using. manufacturer will like to target the devices for enterprise data collection purposes only.
One of the device popular in the market will be EDA50 with android 4.4.4 kitkat operating system. This warehouse targeted device come without Play Store for the purpose on warehouse application only. unit with play store may give chance for the warehouse worker to install any program to the EDA50 and may affect the performance of the device.
Question may raise on what happen on for the administrator to install the warehouse software or other work related application?
To install this application, device administrator need to package their application into apk file format, manually transfer the file into the terminal. run setup from the device manually to install the program.
